Abstract:
The paper discusses the discrepancies between the norms of humanist morality and the health legislation in the Russian Federation. This discrepancy affects the way some groups of Russian population, the homeless in particular, can exercise the right to qualified medical aid. This right can be realized only if citizens have a special medical insurance policy, which the majority of the homeless do not. Without insurance, medical staff is unwilling to provide assistance to homeless people, especially because in certain situations they represent a potential threat to medical practitioners' own life and health. The paper also outlines the relevant European experience in providing special forms of medical assistance to marginalized population groups.
