Abstract:
The challenges facing Russia's higher education system today require university professors to broaden their skills and diversify their human capital. Today they need to rapidly respond to constant changes and transformations that are shaping education in Russia. Yet the incentive schemes that are used by many Russian universities do not provide rewards for an ability to actualise professors' potential in different types of activities and thus demonstrate the diversity of their professional competencies. Meanwhile, this ability to adapt to new realities is a highly sought-after skill for professors today. This paper presents an analysis of indicators used in an incentive scheme in one Russian university. This scheme entails a system of points awarded for activities in different areas: educational, scientific research and internationalisation. The results are as follows. Firstly, the current incentive scheme does not account for levels of diversity of activities. At the same time, given the dynamic pace of change, one of the factors determining the quality of professors' human capital should be their ability to pursue a wide spectrum of activities. Secondly, our analysis highlighted an extremely low level of diversity of human capital among university professors. Thirdly, we compiled two ratings of the types of activities pursued by professors - one based on points for the respective activities and another based on their popularity among professors. The ranking of activity types does not match across the two ratings. Fourthly, the diversification of human capital of professors varies across university departments and differs depending on their job role and gender. Assessing the level and nature of the diversification of human capital among university professors enabled carrying out a deeper analysis of this capital and identifying the growth points and threats to competitiveness of both the professors and the university as a whole. This analysis can be used to adjust the work incentive schemes for professors and improve the effectiveness of strategic planning of finances and human resources. On the whole, we believe that improving the diversification of human capital among university professors is a suitable mechanism to facilitate their successful adaptation to continued changes in Russia's education system.
