Abstract:
At present time, due to the active participation of the Russian Federation in the Bologna process, organizational, methodological and, most importantly, regulatory and legal framework is being developed. Thus, on the 29 of December 2012 the Federal Law N-2 273-FZ ``On Education in the Russian Federation{''} was passed, according to it postgraduate studies became a part of the third level of higher education, namely training of highly qualified staff. Therefore, a number of issues, which are mainly connected with outdated ideas about postgraduate studies and lack of regulatory documents, have arisen. There is a need in new approaches to designing education programs for postgraduate training based on the methodology of learning outcomes, that will help to build the continuity range of three-tier higher education programs (Bachelor - Master postgraduate) satisfying the demands of the real economy.
