Abstract:

``Citizens' participation in managing cities{''} addresses the issue of constructing civil society with accompanying processes in the politics of major cities of today. Stating certain historical roots of a weak participation in managing cities (exemplified by Ekaterinburg, located in the Urals author analyses social positions both of city authorities and population regarding essence, methods and forms of social partnership. 1795 citizens had been interviewed in the course of research along with 140 public officials, and 189 persons employed in health services. In conclusion, approaches are discussed which might in author's opinion lead eventually to emergence of prerequisites for best adequate forms of local public self-rule under current Russian conditions.
