Abstract:
This study deals with a category of provincial bureaucracy the largest, in fact which was part of the local elite. The choice of the period under study is due to the fact that Peter's reforms strongly marked the evolution of Russian society, and particularly that of the elites. Historiography has not sufficiently emphasized the ties that this bureaucracy established with the local elite in the provinces. Most studies in social history analyze the role and importance of that bureaucracy within a theoretical framework opposing the state and society and presenting bureaucracy as an external expression of authority, and even foreign to its elites. Such a position does not ignore the mutual ties between local powers and miry. In fact, it acknowledges a possible participation of society in the organization of power (mainly through local self-government bodies). However, it fails to see the narrow and complex interpenetration of these systems. This study shows that at the time of Peter's reforms at the turn of the eighteenth century, Russia witnessed the birth of bureaucracies at the local level within each district's society. Due to their functions and local implanting, these bureaucracies became a stable element of provincial societies and acquired characteristics pertaining both to government and society. The study of these phenomena requires an approach based on investigation procedures taking regional specificities into account. The present study deals with two highly contrasting administrative centers of Eastern Russia, Viatka (Khlynov) and Tiumen', differing by their government traditions and social structures. This study, based on unpublished archives, is conducted within the framework of historical anthropology.
