Abstract:

The conceptual aspects are considered on the theory of the committee deciding rules. The strong connection is shown between this theory and the theory of collective decisions substantiation and the neural networks teaching. The problem is considered about the minimum committee of a non-compatible limitations system that arises at the stage of committee deciding rule construction with small elements number.
