Abstract:

Nowadays it is increasingly essential to transform knowledge to skills ``sellable{''} in the labor market, which makes it necessary to modify an approach to creating a new personnel policy in institutions of higher education. For increasing faculty members' required competences it is necessary to develop the omnidirectional cooperation with leading Russian and foreign scientific centers and universities applying modern information technologies ( IT). IT allows creating new modular learning programs and virtual distributed classrooms, wherein learning would be provided by means of synchronous distance lessons. Thus, one of the factors that accelerate a process of adapting the Russian higher school to the changing needs of society is the integration of education with fundamental science involving the realization of all opportunities provided by modern IT, i.e., creation of a global university model.
