Lesson 11. Access to Information Resources
Access to information is the ability for an individual to seek, receive and use information effectively [1]. Consequently, legal and technical aspects can be distinguished in treating the access.
The legal aspect identifies legacy of access to a certain resource, since working with information and sources on the Internet, we do not mind the owner of the resource and legacy of its placing on the web.
University independently stipulates the conditions of access and use of the resources it has generated, whereas subscribed resources are regulated by their owners in accordance with a contract or license. Such a document usually includes the purpose of use (educational, academic, non-commercial), categories of users, the number of simultaneous sessions, content, time frames and conditions of access (IP-addresses) as well as conditions of use and imparting the content (possibilities of citing, coping, downloading, using in educational process, placing in open access and so on). The rights holder acts on the basis of the Federal law on information, information technologies and information protection, the Civil code of the Russian Federation and some other general documents.
IT IS IMPORTANT: a resource can be used only on the conditions stipulated by a contract or placed on the site (in other words, “not prohibited” does not mean “permitted”). This is why university libraries can forbid access of the persons not being students or staff to the content of subscribed resources (for example, to electronic library systems). In some cases (for example, National electronic library) this access can be permitted.
All resources are used exclusively for non-commercial, educational and academic purposes including citing with necessary identification of origin. It is prohibited to share login and password with other users regardless of their affiliation to the university.
The technical aspect of using a resource depends on the access conditions specified by a license, law or the university regulations. Naturally, it also depends on material carriers of information.
- in the Library network (from Information Centres PCs);
- in the University network (from departments PCs, in interactive classrooms);
- remotely (by a personal account or via EZproxy system);
- free (for example, any user can access UrFU Electronic scientific repository, registration is not obligatory).
The Library printed stock can be accessed free (unpaid) in reading rooms or circulation desks (for fixed loan periods).
