Lesson 25. Regulatory and Normative Documentation Databases


Regulatory and normative information is requested by specialists in various spheres as well as by ordinary citizens.

Normative and Regulatory System is a specific class of databases containing decrees, resolutions, decisions of state authorities, judgments, form overlays, experts’ consultations in many issues, and other information. Below follows overview of some of these engines. NOTE: in all of them interface language is Russian.

Information Retrieval System “Zakonodatelstvo Rossii” (IRS “Russian Legislation”, previously IRS “Zakon”), (see Figure 1) was designed by Scientific-Technological Centre of legal information “Sistema” (“System”) of Federal Protective Service (Russia). The system is the basic element of the state legal information and is placed on its official portal. Information Retrieval System contains the texts of federal laws and legislative acts of the President and the Government of the Russian Federation, legislative acts of legislation authorities published in Collection of Legislative Acts of the Russian Federation (more than 229,000 documents). The Internet-portal of legal information consists of such sections as Svod Zakonov Rossiyskoy Imperii (Code of Laws of Russian Empire), Arkhiv Periodicheckikh Izdaniy (Periodicals Repository) and Texty Federalnykh Zakonov s Vnesyonnymi Izmeneniyami (Texts of Federal Laws with Amendments) in test mode.

Official sites of state authorities also contain texts of analogous documents (http://www.president.kremlin.ru, http://www.council.gov.ru; http://www.duma.gov.ru; http://www.government.ru).

Of interest is compilation Legal Resources on the Internet prepared by Russian National Library. It contains links to the sites of Russian and foreign state authorities, professional communities, normative and regulatory systems, etc.
Commercial systems include “Consultant Plus”, “Garant”, “Referent”, “Kontur-Normativ”,
Kodeks-Tekhexpert”, etc.

For many years UrFU has been using the retrieval system “Tekhexpert. Intranet” by consortium “Kodeks” (Sankt Petersburg). The consortium exists on the Russian market from 1991 and provides organizations with normative technical and legislative documentation by means of a number of electronic engines and services.

Tekhexpert (Kodeks) contains more than 2 mln relevant documents and is available from UrFU corporate network (see Figure 2). The subscription includes the following products:
- Tekhexpert: Norms, rules, standards and Russian legislation.
- Tekhexpert: Pricing and budgeting in construction.
- Stroytekhnolog (Building technologist).
- Tekhexpert: Ecology. Prof.

“Tekhexpert” allows searching by the attributes of documents and by keywords. The documents can be downloaded for non-profit use. The systems has many useful options like “Table of contents”, “Status” (shows whether a document is currently in force or not), “It refers to” (shows to what documents it refers), “It is referred by”, “Topics” (related documents). There are tools for searching inside a document, transition from a document to other sources by links, comparing several editions of a document. The system contains samples and forms of documents as well as a service to ask a specialist if there is no answer in FAQ.

It is important that consortium “Kodeks” has a free open resource — Electronic collection of legislative and normative documentation«Tekhexpert» (see Figure 3) providing basic documents (laws, standards) including Sverdlovsk Region Legislation.

For the period of pandemic UrFU students and faculty can access to “Tekhexpert” database remotely. You have to write to the Library groups WKontakte and ask for an account for a student or a lecturer.

“Tekhexpert” contains currently relevant standards and other normative technical documents in contrast to some Internet sites. Relevant data can be also found on the site of Federal Technical Regulation and Metrology Agency (Rosstandart) (http://www.standard.gost.ru/wps/portal/; https://www.gost.ru/).

It should be noted that using a normative and legislative system necessarily check relevance of the site content and of a specific document.
